Question is..Do shadows of the Abbys arms all get to attack in one turn without the use of cel or split actions?I dont think all can act at once without cel or split dice penalty?

its an odd situation for it neither states that you can nor cant use them all in one single turn... it isnt discribed in any book, in my eyes not being able to use them in one turn makes them pretty useless, since you summon more then 1 a turn and what.... but thats just my opinion

Yes they do!...The arms of the abyss all get to attack in the same turn without splitting dice. The downside is, chances are that you only have like 3 dice to attack with per arm, as their Strength and Dexterity rating is equal to your rating in Obtenebration.
Level 3 • Arms of the Abyss
Roll: Manipulation + Occult, difficulty 7
The vampire may create dark tendrils. Each success either summons a six-foot shadowy tendril, or increases such a tendril by six feet. Each tendril has Strength 4, Dexterity 3, Brawl 2.
Alright now....Example....Say that you have Obtenebration 3 (which is the minimum you need to summon these arms). Then each arm/tendral that is summoned, gets Strength 3, Dex 3, and can do Strength +1 lethal damage. Each arm has 4 health levels, and can soak using the Vampires Stamina + Fortitude.
So you roll each arm separate but for one action at the basic dex die pool? The answer is YES.
No you do not add brawl/melee because the tentacles do not possess this ability it does no corroborate the systems set up.
See the good thing about the tentacles is that they count as multiple opponents, so if you fight one opponent with them, the person is forced to use the penalties for fighting multiple opponents.
You do not roll intit for each arm either....The arms attack at the same stage as the Lasombra/Charcater as well.

Arms of the Abyss
Refining his control over darkness, the Kindred can create prehensile tentacles that emerge from patches of dim lighting. These tentacles may grasp, restrain and constrict foes.
System: The player spends a blood point and makes a simple (never extended) Manipulation + Occult roll (difficulty 7); each success enables the creation of a single tentacle.
Each tentacle is six feet long and possesses Strength and Dexterity ratings equal to the invoking vampire's Obtenebration Trait. If the vampire chooses, she may spend a blood point either to increase a single tentacle's Strength or Dexterity by one or to extend its length by six feet. Each tentacle has four health levels (and is affected by fire and sunlight as a vampire) and soaks bashing and lethal damage using the vampire's Stamina + Fortitude. Aggravated damage may not be soaked.
Tentacles may constrict foes, inflicting Strength +1 lethal damage per turn. Breaking the grasp of a tentacle requires the victim to win a resisted Strength roll against the tentacle (difficulty 6 for both).
All tentacles need not emanate from the same source - so long as there are multiple patches of suitable darkness, there are sources for the Arms of the Abyss. Controlling the tentacles does not require complete concentration; if the Kindred is not incapacitated or in torpor, she may control tentacles while carrying out other actions.
