For as long as the Regent's been in Mexico City, for as long as the Sword of Caine has been established in Mexico, Tijuana has been the stronghold of the Sect in this region. There are dark places in this world. Places were light fears to venture and purity cannot sustain existence. Within these dark places, dark things live and breed and hate.
The war between the Sabbat and the Camarilla rages from South to North along this territory spread. The battle lines are drawn with the span of approximately 130 miles that run between Tijuana and Los Angeles threw San Diego. This battle field area held by the Independents whom also fight to control the Anarch population is all that is separating the Sword and the Tower from there fates in the World of Darkness.
Tijuana is located in the northwest corner of the Republic of Mexico, in the state of Baja California and freeway close to neighbor city of San Diego, California, with manifold tourist and commercial attractions. Our city is recognized for it's accelerated economic growth, which places it as the fourth most important city of the country.
Where Tijuana stands today, was once part of the territory of the "Kumiai" who lived here, natives to this land that lived here according to their weather and food necessities.
Around the year 1829, in this same territory, which at the time was filed with hills, canyons and a river called Tijuana, was given to the military and political California citizen Santiago Arguello Moraga threw the political chief of the Department of California José Maria Echendía. In 1976 the VIII city council designated July 11th 1889 to be the official date Tijuana was founded as a city. There was only a minor faction of the Sect based in Tijuana, at first. With Tijuana holding a small population of around 250 cattle and the Western part of the United States still being vastly unsettled, one pack was enough to secure this city. All a Cainite needed back then, was a pair of fangs.
As the region settled over the years, more Cainites came to Tijuana to aid in securing this city. The Gold Rush of 1848 in California drew mortals by the hordes. The more cattle that settled the Western frontier, brought up as well the population of Camarilla, Independents and Anarchs alike. It wasn't until this period that the Sect had to become vicious in their protection of this stronghold. The Gold Rush drew the Regent's attention and Gorchrist called for reinforcements. With the outbreak of the Second Sabbat Civil War, Mexico became a land of chaos. Nearly torn apart by this infighting, it seemed the Sect would weaken itself.
Respectfully, however, the Cainites that were now residing in and protecting Tijuana excluded themselves from the civil war. Whatever the destiny of Mexico, whether it would be Lasombra or Tzimisce based, the Bishop and packs of Tijuana would hold this city, and therefore Mexico, for the Sect. This would prove to be one of the key elements in the strength of the Sect. The Sabbat continued to hold Mexico and Canada, despite their own idiocy and infighting.
Cities held by the sect are some of the most violent places in existence, challenged for this dubious honor only where Sabbat and Camarilla vie for supremacy. Mexico city is the prime example as one of the main cities under the purview of the Sabbat. Tijuana has been in constant struggle for years. The Cainites residing in Tijuana constantly have struggled in protecting the city. Whatever the destiny of Mexico, whether it would be Lasombra or Tzimisce based, the Bishop and packs of Tijuana would hold this city, and therefore Mexico, for the Sect. The harshest of the fighting has been in the distant past between the Sabbat and Camerilla. The war has torn apart the city and divvied it in undead residents. A city under Sabbat controller conquest is an explosive, volatile place; murders occur nightly, and rape and robbery are to be expected at every turn. The Anarchs and the Independents differ with there alliances of Sects.
Tijuana has been a part of the Sabbat territory for more, or less, two centuries. The staging ground of countless attempts to take California have come from this Beach head on the Upper end of the Baja Peninsula, making the city a spearhead both from land and sea into the Anarch Territory of San Diego. Such strong fortification has been established over the years, but especially since the 50's.
An armed camp, Tijuana has made many attempts to take San Diego, but each has been thwarted by the Anarchs residing within the California city. Much has been made among the Anarchs of their stalwart defense of their turf, but the truth to be told is that Tijuana has not succeeded because of its inability to properly organize. With the large amount of Cainites within the city, the Factions have become strong and faction violence occasionally wracks the city, spilling into the city streets.
The Ultra-Conservatives as early as the 20's realized that it would be imparetive for the city to be placed under Martial Law. They sent, quietly one of the members of the Friends of the Night, the supposedly secret but not really secret organization of the Lasombra Don Migual Castro. Castro's movement into the city caused a bit of a stir, resulting in Loyalists attacking the individual who they regarded as being nearly an elder himself--the death toll was staggering. When the dust cleared, Don Miguel had placed himself squarely upon A diocese chair, toppling a former Toreador Antitribu.
The Status Quo faction, under Bishop Louis Bellaton a City Gangrel, decried the violence but when it was over aided in calming down the situation and recognizing a Fellow Bishop. The city calmed down somewhat, but the underground mummer of the Loyalists continued. The Status Quo factions packs continued to work on an every day level, while the older Ultra-Conservatives worked on trying to build packs and work on the Influences to take San Diego.
The Loyalist Rebellion, part of the last Sabbat Civil war, broke the hesitant peace. Gail Hazard led a concentrated attack on the Conservatives and Status Quo, in an attempt to eliminate the "elders" from within the Sabbat--her actions, in tandem with events in New York, didn't last long and when the Lasombra and Tzimisce Clans gave her group several concessions officially within the Sect, she lost most of her followers. Grumpy and irritated, the Pander accepted a seat as a Bishop on the Tijuana council.
The last bishop came soon after--and has possibly the smallest, but most influential of groups that follow him. Cicatriz's rise to predominance placed him quickly on a Diocese seat due to his power and wisdom--but his lack of political strengthen within the area suited him just as well. Having converted to the Noddist faith, and claiming to have a prophecy of Gehenna, Noddists from all over the world have flocked to Tijuana to hear Cicatriz's sermons...
