Tijuana has been set up into 9 Boroughs (think of districts). Each borough has a different feel and air to it. Three of which have Shanties located in them (( http://en.wikipedia.org/wiki/Shanty_town )).

Borough 1 - Centario- A borough of industrial sectors and urban housing, its largest colony is known as “Industrial City” The smoke pours from factory stacks during the day, flames still burning at the tips of some throughout the night as they burn of waste product.

Shanty Town (location 2): Luz de Esperanza - Hope Light - Borough 1

Luz is the center of Tijuana's industrial machine. Toyota, Hyundai, Douglas Furniture de México (Redondo Beach, California-based Douglas Furniture of California), Tijuana Industrial Arcos (San Ysidro, California-based Industrial Arcos), ComAir Rotron de México (San Ysidro, CA-based ComAir Rotron Inc.), Tijuana Samsung Electro-Mecánico (Seoul, South Korea-based Samsung Group), saft Componentes Técnicos (Romainville, France-based saft), BerthaMex (San Diego, California-based North American Communication), Sanyo Batteries (Osaka, Japan-based Sanyo Electric Corp.), Tagit de México (Los Angeles, California-based Tagit Inc.), Matsushita-Panasonic de Baja California (Osaka, Japan-based Matsushita Electric Corp. ), Plásticos BajaCal (Exeter, New Hampshire-based Tyco International), Levimex de Baja California (Little Neck, New York-based Leviton Manufacturing Co.), and Unisolar (Troy, Michigan-based United Solar Systems Co.).

Just a few companies thriving on the poor living conditions, closely packed population and willingness to work for less than acceptable wages and conditions. Here, dominantly Latino, is the poorest of poor in Tijuana. The area itself, fenced in, is almost a barrier to the outside world. As crime is so high, because of poverty, the companies themselves are almost shelters for the innocent from the crime that takes place outside every day and night. Here, being unarmed is almost a death sentence, and traveling alone will get you mugged, raped, or worse. The gates are never guarded, and the fence seems hardly a barrier to those that run the streets. More, it's a warning to those outside than in.


Borough 2 - Centro- The historical midpoint of the city encases the majority of the business district, tourist zones, as well as the city's political zones. Also on the outskirts of the borough nearest the border itself is the city's redlight district, stretching towards the beaches along the border. Darker things lurk here, the heart of the city's things which go bump in the night, a church ancient for the area, in construct looms not far from one of the brightest points of the city, one of the two places for higher education.

Borough 3 - Cerro Colorado- The highest point in the city, it is partially residential, but mostly is the media hub for the entire city, with the cell, radio, and television towers.

Borough 4 - La Mesa- The home of Tijuana's city park, as well as CETYS University and the city's new Macroplaza of Plaza Mundo Divertido, which takes the place of the largest shopping and entertainment center of the city.

Borough 5 - Mesa de Otay- Home to the Tijuana International Airport, one of the set border crossings, and the other University which makes its home in Tijuana, the Autonomous University of Baja California.

Borough 6 - Playas de Tijuana- As the name would tell you is the ocean front of the city, the beaches as well as the harbor and docking area. For the most part a beautiful sparkling coastline, near the US/Mexico border the major port, industrial docking center for the city makes a large bleak space, several abandoned warhouses are littered amongst the still functioning.

Shanty Town (location 1): Agua Libre - Free Water - Borough 6



The Agua Libre shanty town rests next to and has its own set of docks. By day and night the majority of those who do have jobs are employed here, as fishermen and as trade ship crew. Thriving on the vast number of people living in poverty, the companies hire for pennies, and offer little to no benefit to their employees who work through sickness and health to earn barely enough to scrap for meals. Because of the trade route through here, and because of the easy access to America, the ethnicity of Agua Libre is far from focused, nearly every ethnicity finds a place here, and while there's some sections that are nearly segregated, the poverty and proximity find that only a small portion has a problem with any other race. Currently no movements exist to alleviate the growing poverty or seeming rampant disease that is created not only from the adverse conditions, but brought in by trades on the seas.

Commonly, hired hands are also brought on board ships not only for extra arms, but for extra guns, as just outside of the national waters, modern-day pirates think nothing of spraying a boat with bullets and stealing valuable tradegoods. Eager for money, there's usually no shortage of young men seeking to put food on the table by taking up arms.


Borough 7 - La Presa- The main attractions of this primarily residential section of the city are the major roads running through, specifically the Tijuana-Tecate free road, the massive underpasses on which house many bums and hobo's of the city, who take turns moving between the out of the way underpasses, creating the city's moving shanty town.

Shanty Town (location 3): Casa Camino - Home Road - Borough 7

Casa Camino is the name of the band of homeless that constantly are on the move in Tijuana. Making their homes in abandoned buildings, under the main highway systems, in old warehouses and wherever else they can, even sewer systems at times, this band of roughly 120 homeless stays in one location for as long as they can, usually about four to six months before running out of salvageable supplies or getting run out by gangs or police of the area. Split into almost tribal groups, the tribes form groups of 10-30 and organize based on the oldest or smartest member of their group. Upon arriving at a location, they disperse their groups throughout a 1-2 mile radius and keep in contact with each other as often as possible. Banding together, they gather supplies, from food to new materials for sheltering (i.e. boxes, tarps, blankets or anything else suitable).

Some items get carried with them, such as tools and rations, but most lodging items are left behind, leaving a sort of eerie deserted spot behind, as their former 'homes' remain.

While most of the tribes are skittish and would rather run away than fight for a meal, there are occasionally bouts over location if the tribe has no where else to go. Hardly ever is there a physical bout between tribes.



Boroughs 8 & 9 - San Antonio de los Buenos - Sanchez Taboada- The residential and relatively quiet sections of the city. Home to mortals, with the Sabbat hidden in its midsts among their havens.
