Los Angeles Bureaucracy


The City of Los Angeles is a Mayor-Council-Commission form of government. A Mayor, City Controller, and City Attorney are elected by City residents every four years. Fifteen City Council members representing fifteen districts are elected by the people for four-year terms, for a maximum of two terms. Members of Commissions are generally appointed by the Mayor, subject to the approval of the City Council. General Managers of the various City departments are also appointed by the Mayor, subject to confirmation by the City Council.

The Mayor
The Mayor serves as the elected head of City government, is elected at large and serves a four-year term. The Mayor, more than any other City official, is held responsible for the conduct of City affairs. As the executive officer of the City, the Mayor submits proposals and recommendations to the Council, approves or vetoes ordinances passed by the Council, and is active in the enforcement of the City’s ordinances. The Mayor recommends and submits the annual budget and passes upon subsequent appropriations and transfers; appoints, and may remove certain City officials and commissioners; secures cooperation among the departments of the City; receives and examines complaints made against officers and employees; and coordinates visits of foreign and domestic dignitaries with public and private organizations. The Mayor is also the Director of the Emergency Operations Organization.

The City Council
The Council is the governing body of the City, except as otherwise provided in the Charter, and enacts ordinances subject to the approval or veto of the Mayor. It orders elections, levies taxes, authorizes public improvements, approves contracts, and adopts traffic regulations. The Council adopts or modifies the budget proposed by the Mayor and provides the necessary funds, equipment, and supplies for the budgetary departments. The Council confirms or rejects appointments proposed by the Mayor and prescribes duties of boards and officers not defined by Charter.

SAN DIEGO
The Mayor of San Diego is elected by the people. He is advised by his volunteer Advisory boards: African American Advisory Board, American Indian Advisory Board, Asian/Pacific Islander Advisory Board, Blue Ribbon Advisory Committee, Citizens Environmental Advisory Board, Lesbian, Gay, Bisexual and Transgender (LGBT) Advisory Board, Veterans Affairs Advisory Board, Latino Advisory Board


The Mayor of the city is elected by the citizens of San Diego, as well as the city Attorney. Both offices act independently from each other. Acting along side the Mayor and the City Council are the Independent Departments: City Clerk, Auditor and Comptroller and the Boards and Commissions: Civil Service

Commission, Planning Commission, Ethics Commission, Retirement Board

Below the Mayor is the City Manager. The City of San Diego maintains a Council-Manager form of government. The City Manager is appointed by the Mayor and City Council. Beneath the City Manager are 3 Deputy City Managers who report directly to the City Manager, as well as a Deputy Manager and Chief Information Manager, the City Fire Chief, and the City Police Chief who also report the City Manager.

Each Deputy City Manager is responsible for a Bureau or Department:

Engineering and Capital Projects, Environmental Services, General Services, Metropolitan Wastewater, Water, Financial Management, City Treasurer, Emergency Medical Services Program, Information Technology and Communications, Office of Homeland Security, Community & Economic Development, Library, Real Estate Assets, QUALCOMM Stadium, Commission for Arts & Culture, Park and Recreation, Development Services, Human Resources, Neighborhood Code Compliance, Planning.

Other offices that are under the supervision of the Mayor, City Council and City Manager are: Citizens Police Review Board, Human Relations Commission, Government Relations, Council Liaison, Executive Assistant (to the City Manager), Public and Media Affairs, Citizens’ Assistance, and Equal Opportunity Contracting.

TIJUANA

Unfortunately, no information is available at this time. All known outlets of information have been exhausted trying to find the governmental and bureaucratic structure of Tijuana. However, the city is governed by an elected mayor and city council. A chief of police, chief of public safety and a City Attorney exist.

NOTES AND GUIDELINES: This should serve as an aid when PCs need to deal with various agencies, bureaus, commissions, etc. There are no hard and fast rules when dealing with Bureaucracy other than use common sense. Characters, within reason, may play a pc who is part of these bureaucracies. As a rule, no more than 3 PCs in each city may start game play as a city council member. Under no circumstances may a player start play as a City Attorney (DA), Mayor, Police Chief, Fire Chief, City Manager, Deputy Manager, or departmental head. These offices must be obtained through role playing, and good role playing at that

INFLUENCE LIMITS: Los Angeles: 4, San Diego 4, Tijuana 5 (the government in Tijuana is especially corrupt and thus Influence (Bureaucracy) is easier to obtain.
