Underworld of Unholy Trinity
The following covers several Underworld factions that are currently active within Unholy Trinity. The dossiers are for players. SLs will become corrupted as players dabble into this world. Here there is a specialized form of status to help players better understand there positions within each faction and to know what there dealing with.
The factions in the Underworld of Unholy Trinity are: The Mafia (Trevero-Vercetti Family), Yakuza, Street Gangs, Russian Mob, and the Valdez brothers Cartel. A breakdown of each one is listed by city and in as much detail that is available.
It should also be noted that each of these criminal organizations, with the exception of the Bloods, Crypts, Latin Kings, (pretty much all the street gangs) are fictitious though many are based on combinations of various organizations that exist in real life.
The Mafia: The Mafia in Los Angeles has been entrenched since the early days of Hollywood. After years of battles of succession and street war, the Trevero-Vircetti Family sits on top of the pile. Unfortunately, for it, hard times have fallen on La Cosa Nostra.
Currently, in maintains a loose “alliance” with the Russian gangs that have set up shop in LA. This is more out of necessity, as the old style mafia can no longer compete with other groups as t hey where once able to. The Yakuza and Triads have made some attempts to break the hold the family has on white collar crime and labor unions, and have been successful in few attempts. The family’s most bitter rival, the Cartels, who maintain hostilities, but so far, no outright actions taken against the family…yet. Don Salvatore Trevero died recently, leaving the family’s business and fate in the hands of his son, Angelo DiMarco and his friend and consigliore, Perry Kilgore. Many of the family’s captains are pleased with Angelo’s elevation to the head of the family. In the meantime, Perry Kilgore acts as the family’s consigliore and Angelo’s right hand, and on occasion, fist.
Structure: The family is a typical capo regime, various gangs answering to a captain (capo), who in turn answers to the family head. Very simple, very cut and dry, with little room for wannabes or posers.
Operations: loan sharking, labor unions, movie studios, gambling, money laundering, rackets, larceny, and bid rigging.
Alliances: Currently, in maintains a loose “alliance” with the Russian syndicate that has flocked to LA and San Diego.
Cities: The family has little sway outside of San Diego and LA, having only an “observer”. It has no presence in Tijuana though on a rare occasion, a family dignitary has been known to visit the Valdez brothers on the eve of a possible war.
Noted NPC's: Perry Kilgore acts as the family’s consigliore and Angelo’s right hand, and on occasion, fist. He is known for both his shred cunning, and his bloodthirsty viciousness when forced to use violence against an opponent. Kilgore usually oversees daily business for the family, as well as meeting with various gang leaders and dealing with the constant bullshit that is want to happen in a mafia family.

3 Lieutenant: you are the lieutenant to a captain (capo) which means that have you proven yourself on many occasion and are deemed trustworthy enough to be given some responsibility.
4 Captain: This is the highest you are ever likely to get. You oversee several gangs and have served the family loyally
5 You are a member of the Family’s Inner Circle, those loyal and dedicated men of This Business, you have achieved great power and standing, and may someday lead the family…or start your own.
The Street Gangs: With out a doubt, a majority of the Underworld in Los Angeles are black and Hispanic street gangs. Crypts, Bloods, and Latin Kings, dominate the cityscape, indulging in drug trafficking, prostitution, larceny, and general violence. The city police have made several attempts to curb the activities and membership of these gangs, but to no avail. Few of the inner city neighborhoods are safe from these marauding youth, who look at their neighborhoods as their own personal fiefs. Turf is marked out, and out right war in the streets seldom occurs, especially after the Devil’s Night Riots. Many of these street gangs work on occasion for the more organized factions, such as the Cartels or the Trevero-Vercetti family. As a whole, they represent the largest faction, though they could hardly be considered organized crime. Many are affiliated, meaning they share the same “colors” such as crypts, bloods, etc. A few gangs even make alliances with one another, hoping less fighting and more earning will make everyone rich. The triads and tongs differ greatly from the other street gangs as far as culture and methods are concerned.
Street gangs of all stripes can be found in Los Angeles, Sand Diego, and Tijuana, and each as diverse and similar as the next. The Triads and tongs are mostly isolated in Los Angeles, with maybe less than a dozen gangs in San Diego, and non existent in Tijuana. Various youth gangs and gangs of career criminals can be found in all three cities: Tijuana harboring a large number of street “soldiers” siding with the Valdez brothers, triads and tongs allying themselves with the more established yakuza, and of course the Mafia has its fingers in several gangs.
The Yakuza: The yakuza have put down roots in Los Angeles where they have made alliances with Korean and Vietnamese gangs and furthered their traditional partnerships with the Chinese triads. Los Angeles is particularly attractive because of the influx of young actresses desperate to get their big break in the film industry. Yakuza shills have become adept at luring these vulnerable women into porn films and prostitution. Japanese men, whether on love tours or at home in Japan, often desire western women, particularly blondes. The Yakuza stands as one of the larger threats of the Underworld, as they have been secretly gaining more influence and more power in the underbelly of society as well as legitimate business
Structure: The levels of management within the yakuza structure are much more complex than the Mafia's. Immediately under the kumicho (supreme boss) are the saiko komon (senior adviser) and the so-honbucho (headquarters chief). The wakagashira (number-two man) is a regional boss responsible for governing many gangs; he is assisted by the fuku-honbucho, who is responsible for several gangs of his own. A lesser regional boss is a shateigashira, and he commonly has a shateigashira-hosa to assist him. A typical yakuza crime family will also have dozens of shatei (younger brothers) and many wakashu (junior leaders).
Operations: The Yakuza families tend to reach into many different areas, principally corporate extortion, gambling, smuggling, loan sharking, money laundering, narcotics, real-estate, sports, entertainment, stock manipulation, tourist scams, love tours, prostitution, slavery, pornography, and gun running though many of these activities have been curtailed of late by La Coso Nostro and the Russian syndicate.
Cities: The Yakuza operate primarily in Los Angeles, though they may have a few gangs in San Diego. The Yakuza are unheard of in Tijuana, save for the occasional visit to the Valdez brother’s hacienda to discuss business.
Alliances: The Yakuza in Los Angeles currently have a loose alliance with the Triads and tongs, mostly because of tradition and also because they’re numbers are little match for the street gangs, mafia and cartels from Mexico.

1 Wakashu (junior leader) you have proven yourself and are a leader of a small gang in the Yakuza
2 Shateigashira – you lead a proven gang, one that has proven it’s loyalty and prowess to the yakuza, you have earned some respect, and more than likely don’t have a pinky finger.
3 Fuku-honbucho – you assist a “regional boss” by watching over a few gangs and Shateigashira, you are a man to be respected.
4 Wakagashira – you are a boss, overseeing a region or large venue, you command the respect of several gangs and their leaders.
5 So-honbucho – at this point you are both feared and respected, having been admitted into the inner circle of leadership within the local yakuza.
Structure: Without a doubt, the Valdez brothers run every aspect, delegating authority to their lieutenants who in turn make sure that operations on a day to day scale run smoothly and without hassle. Below them are the various gangs and “contractors” who do everything from smuggling to serving as “soldiers.”
Operations: production and smuggling of narcotics, drug distribution, gunrunning, human smuggling.
Cities: The Valdez chiefly operate out of Tijuana from their opulent fortress. The cartel does have a noticeable presence in Los Angeles, and to a lesser degree in San Diego, though the latter Cartels: There is only one cartel worth mentioning and that is the Valdez Cartel. Ruthless, vicious and blood thirsty, these drug dealers from Tijuana have begun spreading to Los Angeles from native Tijuana. They are known both for the sharp business practices and for the sheer brutality with which they use on those who get in their way. The cartel itself is run by 4 brothers, and is made up of numerous “soldiers” who spread from Mexico to southern California in an effort to consolidate their influence in power in the drug trade. Their influence in Tijuana and the Mexican government is notable, however, they have had to pay a heavy price, and now, under close surveillance by a US-Mexican task force, many wonder if the Valdez brothers have drawn too much attention to there selves.
The Valdez cartel has a massive hacienda in Tijuana that shows off the brothers’ wealth and power, often entertaining powerful figures from both legitimate and illegitimate venues. To be invited to one of the debauches thrown by the Valdez is considered an honor. The mansion is well fortified, and armed soldiers can be seen everywhere guarding the grounds from any would be intruders.
Only consist of a few local gangs and 3 distributors. And of course, Tijuana can only watch helplessly as the Valdez infuse themselves into it’s already booming drug trade.
Alliances: Many of the Hispanic gangs are affiliated with the cartel, whether they realize it or not. Other than that, the Valdez brothers maintain a hostile attitude towards the other organizations, waiting for a moment of weakness to pounce and seize more territory.
Noted NPC’s: Chavo Valdez, the youngest brother, lives in Los Angeles and sees to the cartel’s operations in the City of Angeles. As the youngest, he has the least to loose, and is known for his violent temper. He often meets with high level distributors and gang leaders, makes sure that INS and DEA are properly pacified and struggles to maintain dominance in the face of the other organizations. Many stories exist, recounting his few exploits in Tijuana and his numerous ones in Los Angeles. The Latin Kings for the most part, pay him respect, and the other gangs grudgingly acknowledge him as one of the main suppliers in southern California.
Miguel Valdez maintains the cartels dominance in Tijuana from the brothers’ fortress. If any wish to meet with them on their home turf, they will eventually have to meet with him. Known as El Muerto los Lobo (the wolf of death) he is known far and wide as one of the most vicious and bloody gangsters in Mexico.

0 On occasion, you may have been “contracted” to move shipments or smuggle for the cartel, but ultimately, your not even an associate, just hired help on one occasion
1 You have been accepted by the cartel, as a soldier or body guard, this grants you only the perceived reputation of belonging to the cartel and all it’s infamy
2 You have proven yourself to the cartel, and are one of their smugglers on contact people for small time distributors.
3 You have been given some position of leadership, as a gang leader, overseer, or “advisor” lent to distributors to make sure that things go smoothly.
4 You are a trusted member of the cartel, and extremely lucky for living this long, you have been given some important responsibility such as overseeing major operations, acting as a liaison to other cartels or organizations, etc.
5 You are trusted by the cartel, respected by many, and feared by all. You are part of the cartels inner circle, acting as the 4 brother’s lieutenants within the cartel, but beware, your job my cost you your life and your soul.
The Russian Mob: Not really and organization as they are an alliance between several gangs. The leaders of each gang meets with the others to discuss business. The Russian mob has only recently made large successes in Los Angeles and San Diego, though they have little or no influence in Tijuana. For the most part, they keep to themselves, occasionally cooperating with other street gangs or violently clashing with them when issues of turf come to question. The Russians tend to deal with what they know best, smuggling, identity theft, numbers, gunrunning and drug trafficking.
For now, the Russian gangs have maintained a tenuous alliance with the Trevero-Vercetti Family, for right now it is more profitable then warring. This is not say that they have no dealings with the other syndicates. Far from it, many of the Russians are willing to work with whoever will bring them the greatest profit, barring the Valdez brothers do to several past conflicts that have left both sides bitter. Currently they are in serious competition with the cartel as far as drug trafficking is concerned. Things may heat up soon, and when the do, blood will flow like water in the streets.
Organization: Little organization exists. Most of the gangs are lead by a leader, who inn turn meets with the other gang leaders and they map out some general direction and hammer agreements to cooperate in the interest of better profits. For the most part, they gangs are very much like street gangs, however, the difference lies in both cultural attitudes and talents: most of these gangsters were hardened gangsters in Russia and parts of Eastern Europe, and many have military backgrounds to complement their criminal goals, such as ex-military or ex-KGB.
Cities: The Russians operate solely in Los Angeles at this time, though a few gangs have discussed making a move to San Diego, but none have so far. None of them have any dealings in Tijuana, save the occasional foray into the notorious vacation spot,.
Alliances: The Russian mob has a tenuous alliance with the Trevero-Vercetti Family. Many of the more prominent members of the Russian mob think it is time to end it and take what they want. More moderate voices however, succeed in convincing otherwise. Organizations.
Noted NPC’s: Alexi Talmichov is considered the most dominant and cunning of all the Russian mobsters in LA. An ex-KGB, he has the training, the cunning, and the sheer ruthlessness to make his way, regardless of what gets in his way. Lately, he has taken up gunrunning full time, and has managed to undercut the costs of other competitors, a fact which is drawing undue attention to him. Between supplying guns for the street gangs and when needed, the Trevero, he maintains his usefulness and has managed to avoid 3 assassination attempts.
Independents: It goes without saying, that the independent criminal who refuses to acknowledge others’ territory or pay up to the bigger fish are going to suffer, badly. Many try to make it on their own, but invariably get drawn into to one of the larger organizations.
(No PC can gain any influence higher than 3 without belonging to, or paying up to an organization as they lack the connections or the reputation to gain that kind of clout in the underworld.)
